Pastoral Letter by David Heimann, Pastoral Assoc.

"As humans, we often gloss over the painful parts of our own narrative to accentuate the parts we prefer."

Many moons ago, the global festival for Catholic youth (World Youth Day) was held in Germany and I had the privilege of guiding a contingent of youth as part of my responsibilities as the Director of Youth Ministry at Saint Ignatius Parish. The festival culminated with a Mass with over one million people gathered with Pope Benedict XVI. As part of the experience, we had arranged one day during our travels where we took the train to Munich and visited Dachau, the Nazi concentration camp.

As Americans, there is sacred reverence placed on visiting the concentration camps of the Second World War. We cherish the narrative that we corrected the wrongs committed in these abhorrent places. We mourn the insanity that instigated the loss of life of millions during the Holocaust.

But what we came face to face with as we left for this side trip to Dachau was a lot of resentment from our very gracious hosts. "Germany is such a beautiful country with wonderful sites, art, technology, and culture... why are you going to visit something so ugly?"

Through the exchange with our our hosts, I learned something important. As humans, we often gloss over the painful parts of our own narrative to accentuate the parts we prefer. We do this as Americans quite a lot, but we also do this as Catholics.

We love the joy of Christmas, the promise of hope found in Easter. We seat ourselves in the comfort of the Sacraments and the assurance of the Bible. We've built the largest charities, largest hospital networks, prestigious universities, and we still are the largest Christian denomination in the world. We're the ones the world stubbornly looks at to define Christianity, even after many salient points have been made by the denominations that sought to reform the church.

Despite all of our successes, during the past week, a stark reminder stood front and center in the public square reminding us that the Catholic Church has an ugly past too. The Attorney General of the State of Illinois released a report on Tuesday, May 23, 2023 about the scope of criminal sexual abuse in the state of Illinois by clergy from the Catholic Church over the last 90 years. I encourage you to read more about this in the article found later in this bulletin which gives the response to this report from the Archdiocese of Chicago including the Cardinal's statement, the programs implemented to prevent abuse and bring perpetrators to justice, as well as the resources available for survivors.

The findings of the Attorney General are shocking and it isn't easy to read. Like the German hosts who housed my contingent at World Youth Day, we may share the desire to look away. There are far more beautiful things to find in the Church. Why do we lend our attention to something so ugly?

In the past 30 years, there have been many moments when the details of criminal sexual abuse by clergy have been brought front and center. I pray that these moments are steps made toward justice. I pray that we can use these moments a opportunities for healing. I pray that we can visit these wounds and return with a resolution to never allow abuse to happen again. Much work has already been done and there is still more to do. For me, that work begins by taking time to visit the mistakes of the past, painful though they be, and working to change the future.

As a constant reminder, if you are aware of abusive behavior by any Church personnel, volunteer or professional, lay or clerical, please alert civil authorities first and the Archdiocese of Chicago at 312-534-8300. More details and resources can be found in the article below.

Response to the Illinois Attorney General's Report

The following information is reposted from information provided by the Archdiocese of Chicago in response to the Attorney General of Illinois' Report concluding multi-year investigation into child sex abuse by members of Catholic clergy in Illinois. More materials including the full statement by the Archbishop of Chicago, understanding our prevention measures, resources for survivors, and the statement from the 6 bishops of Illinois may be found at agresponse.archchicago.org.

For more than 30 years, the Archdiocese of Chicago has been at the forefront of developing and continually improving policies and programs to address the scourge of child sexual abuse and to support survivors.

·       Assistance Ministry: Since 1991, we have maintained one of the first and largest survivor assistance programs in the nation, providing pastoral assistance to anyone making an allegation, regardless of when the abuse is alleged to have occurred and whether or not the allegation is eventually substantiated.

o   The Office of Assistance Ministry provides pastoral care, support and resources to victim/survivors of clerical sexual abuse, and their loved ones, in their efforts to achieve psychological, emotional and spiritual healing.

o   To date, we have provided assistance for more than 400 survivors and their families.

·       Response to Allegations: The Archdiocese puts the safety of children first. It reports ALL allegations to civil authorities and submits actionable allegations to its majority lay Independent Review Board. A cleric with even one substantiated allegation of child sexual abuse is forever barred from public ministry.

o   When we learn of alleged child abuse we act promptly, report it to civil authorities, remove the accused from ministry and investigate the allegation. Allegations requiring action (like permanent removal from ministry) are submitted to the Independent Review Board.

o   The overwhelming majority of incidents of abuse in the Archdiocese occurred before the implementation of our 1992 policies, even if the majority of legal claims surfaced much later.

·       Prevention: The Archdiocese conducts background screenings for employees and volunteers and provides comprehensive safe-environment training programs for adults and children. Last year alone, we trained 112,000 children in an age-appropriate manner on how to how to recognize, resist and report abusive behavior. To date we have trained more than 263,000 adults in 3,700 training sessions.

·       Ongoing Enhancement: We continually enhance our programs to take into account developments in law and society and rely on leading experts to advise us on our policies and conduct audits to ensure they are being followed. The changes we have made include:

o   Prior to 2002, all legally mandated reports were made to civil authorities; since 2002, ALL allegations of child abuse have been reported to civil authorities regardless of credibility and regardless of whether there is any legal requirement. The number of allegations of abuse have declined significantly over time.

o   Since 2006, we have published the names of all diocesan priests with substantiated allegations of abuse on our website. We recently added the names of deceased diocesan priests and religious order priests who had diocesan ministries and were found to have substantiated allegations by their orders.

o   In 2014, we published more than 20,000 documents related to 70 priests with a substantiated allegation of abuse of a minor.

At Saint Andrew Parish and School, in accordance with Archdiocesan policies, all personnel (clergy, and professional and volunteer lay persons) who work with children and vulnerable adults undergo background checks and safe environment training. Records and compliance on personnel are updated annually.
